Objectives

The FIFA Clearing House (FCH) is an integral part of FIFA’s ongoing commitment to introducing fundamental changes to the football transfer system. The idea of establishing a clearing house came from the FIFA Football Stakeholders Committee and was then endorsed by the FIFA Council back in October 2018, as part of the first reform package of the transfer system.

There is still a significant imbalance in world football and insufficient rewards for training clubs. To help remedy this, the FCH will ensure that training rewards (training compensation and solidarity contribution) are paid to the clubs that deserve them. It is expected that thanks to the FIFA Clearing House, the amount distributed each year to training clubs will raise significantly.
The main objectives of the FCH are to:
centralise, process and automate payments between clubs, initially relating to training rewards (training compensation and solidarity contribution); and
promote financial transparency and integrity, and avoid fraudulent conduct in the transfer system.
This project has been endorsed by numerous stakeholders, such as former US Attorney General Loretta Lynch, the Council of Europe’s Group of States against Corruption (GRECO) and the European Parliament in its report on EU sports policy.

Best practices and key learnings since go-live

Following the go-live of the FIFA Clearing House project on 16 November 2022 and the first few months of operations, FIFA hosted a live webinar on the 20th June 2023 to present the key learnings and best practices related to the project.

Systems integration

The FIFA administration will identify triggers of training rewards through the information declared by its member associations and their affiliated clubs in the context of international transfers, domestic transfers and first professional registrations.

Electronic player passport process

After a provisional electronic player passport has been generated in TMS, a review process with the participation of the relevant clubs and member associations will allow FIFA to determine the final version.

An intermediary for payments

For the settlement of amounts included in the final EPP, FIFA established the FIFA Clearing House (FCH) as a separate and fully regulated payment institution based in Paris, France.

Regulations and explanatory notes

The FIFA Regulations on the Status and Transfer of Players (RSTP) have played a key role in the training and development of players since 2001.
