In June/July 2018, the FIFA World Cup™ will be staged for the first time on Russian soil. FIFA is holding a public tender to find a business partner or partners who can provide FIFA with comprehensive planning, implementation and management services for the accommodation operation for both this event and the FIFA Confederations Cup Russia 2017.

FIFA and certain FIFA customer groups need support with the provision and management of hotel rooms, offices, conference rooms, meeting rooms, space and other facilities as provided by hotels and other entities in Russia for the competitions and specific competition-related events. The services requested include the evaluation of the available inventory and verification of existing hotel purchase contracts, the management and non-exclusive sale of the existing accommodation inventory, rate negotiations on the Russian market, the procurement of additional or alternative accommodation inventory, the allocation and sale of accommodation inventory to FIFA and certain national and international FIFA customer groups and the provision of related services to FIFA and its customer groups prior to and during the competitions. FIFA intends to appoint one or more companies as accommodation service provider(s) to manage the accommodation operation.

The objectives of FIFA’s accommodation operation are to ensure adequate pricing, fair allocation and sale of rooms and professional management of hotel inventory whilst providing a high level of service to FIFA’s target groups as well as providing a legacy to Russia as a travel destination.

FIFA is seeking to appoint one or more companies with an in-depth knowledge and experience of the accommodation business within and/or outside of Russia. Such companies may have international operations, be based in Russia or benefit from a strong network in the Russian tourism industry in general and in the candidate host cities in particular. FIFA´s accommodation tender will allow companies to submit offers singly or jointly with other firms.

The tender registration process will be conducted in two phases. Firstly, all companies interested in participating in the accommodation tender are requested to fill in and submit to FIFA an expression of interest form, which is available by clicking on the respective document which can be found on the right hand side.

Secondly, all companies that have submitted an expression of interest form will be provided with the official tender registration document in order to formally register for the tender. The tender registration document must be submitted to FIFA by 13 July 2012 at the latest. Following the tender registration process, each company that has been invited to tender will be provided with the full tender document by FIFA, the so-called invitation to tender (ITT) document. FIFA intends to appoint the accommodation service provider(s) by the end of 2012.
