The Oceania Football Confederation’s Preliminary Competition offers half a berth at the 2018 FIFA World Cup Russia™.

The 4 lowest-ranked PMAs (based on the FIFA/Coca-Cola World Ranking of July 2015 and for sporting reasons) will contest Round One.
The 4 teams will be placed into one round-robin group of four teams.

The winner of Round One will then join the remaining 7 PMAs in Round Two.
The 8 teams will be drawn into two round-robin, home-and-away groups of four teams each.

The two group winners and runners up will advance to two single match semi-finals and the two semi-final winners will advance to a single match final, with the winner of Round 2 representing OFC in the FIFA Confederations Cup Russia 2017. The three best placed teams from each of the two Round 2 groups will advance to Round 3.

The 6 PMAs advancing from Round Two will take part in Round Three.
The 6 teams will be placed into two round-robin, home-and-away group of three teams each.
