Following the sanctions imposed on the Bolivian Football Association (FBF) for fielding an ineligible player in two different matches, the grounds of the decisions were sent to the FBF. The conditions for a possible appeal are mentioned in art. 118ff of the FIFA Disciplinary Code (FDC).
The sanctions relate to the Paraguayan-born player Nelson Cabrera who assumed Bolivian nationality on 3 February 2016. Since he did not fulfil any of the conditions of art. 7 of the Regulations Governing the Application of the Statutes, he was not eligible to represent Bolivia.
After a preliminary investigation was conducted to gather evidence and information, disciplinary proceedings were opened against the FBF by the FIFA Disciplinary Committee ex officio, meaning that a complaint is not required to start such investigation, in line with art. 108 of the FDC and the regular practice of the FIFA Disciplinary Committee. In accordance with art. 31 and 55 of the FDC, if a player takes part in an official match despite being ineligible, the team will be sanctioned by forfeiting the match (3-0) and paying a minimum fine of CHF 6,000.
