Having been played in by a slide-rule pass from David Beckham, Owen set off on a powerful run. Roberto Ayala backed off and Jose Chamot could not react in time.
Argentina goalkeeper Carlos Roa was beaten by a right-footed shot which flew past him and into the left-hand corner.
The match finished 2-2 after extra time with Argentina winning 4-3 on penalties to progress to the quarter-finals.
