Nigeria Sunday failed to qualify for the Championship of African Nations (CHAN) after they drew 0-0 at home with Niger, who won the first leg 2-0 in Niamey.
Niger advanced 2-0 on aggregate to the CHAN proper, designed for players in their respective domestic leagues, which is due to be hosted by Sudan next year with 16 teams.
Nigeria made several changes in the team from the first leg as they needed to win by a convincing margin on Sunday.
However, Niger goalkeeper Lousseni Doumbia Issah saved a 36th-minute penalty taken by Chibuzor Okonkwo as the visitors defended till the last minute.
Nigeria also failed to qualify for the inaugural tournament last year when they were eliminated by Ghana.
