Raul Nava's eighth-minute strike had looked to have put the hosts on course for victory, but Erbin Trejo's red card just after the hour mark left them hanging on and substitute Andres Rios nicked a point for the visitors 11 minutes from time.
Jesus Molina evened up the numbers when he was also sent off in stoppage time, but there were no further goals. The result left Toluca four points adrift of Cruz Azul, who overcame Unam Pumas 2-1 on Saturday.
Elsewhere on Sunday, Puebla moved off the foot of the table with a 3-1 home win over Morelia - only their fourth victory of the season.
Matias Alustiza gave the strugglers a 27th-minute lead and late strikes from Mario Luna (80) and Carlos Sanchez (87) put the result beyond doubt before Oscar Monroy's late consolation.
Finally, Efrain Juarez grabbed the game's only goal six minutes from time to secure Monterrey a 1-0 triumph at fourth-bottom Guadalajara, lifting them up to 10th.
