In Brazil, the sport of futsal is the direct responsibility of the Brazilian Futsal Association (CBFS) and not the Brazilian Football Association (CBF). But though the CBFS is a completely independent body when operating within Brazil, its international dealings are done via the CBF, a FIFA member association.

Therefore, when the CBFS asked FIFA's permission to host the FIFA Futsal World Cup 2008, they could already count on the backing and cooperation of Brazilian football's governing body. The CBF, in tandem with the CBFS, completed all the necessary steps required to be awarded a World Cup, thus meeting all the requirements laid down by FIFA for hosting an event of such magnitude.

In this way, the CBF charged the CBFS with assembling a totally professional and independent Local Organising Committee (LOC), made up of highly competent individuals with an in-depth knowledge of the discipline. This is because the organisation of futsal matches has its own specific challenges. The CBFS met these head on by putting the LOC Brazil 2008 in control of the project, which will ensure the smooth running of this year's FIFA Futsal World Cup.
