- to develop youth football
- to improve conditions for the youth leagues' participants & to increase participation in the youth league
- to cover the costs for U14 (involving 100 teams), U11 (77 teams) Men's league
- to cover the costs for U-15 Women's league (21 teams)

Objectives:
Main objective is to ease and improve the situation with the financing of the youth leagues. For the moment 9 youth leagues compete in Azerbaijan. Just a few of them are partially sponsored by local companies. The remaining expenses are completely covered by AFFA.
The funds released after implementation of this project can be re-directed to other football projects in the Federation such as grassroots & women's football (other leagues or school cup financing)
