The 3rd International Congress on Football Law, to be held at the City of Football in Las Rozas, Madrid on Friday and Saturday, 13-14 March 2009 under the auspices of the Spanish football association (RFEF), will focus on current issues related to the international transfer of players.

Issues surrounding the signing of players and the regulations governing this area have a major impact on day-to-day activities in the world of football. The objective of the congress, organised by the RFEF with the support of FIFA, is to offer member associations, clubs, players' agents and other interested parties the opportunity to analyse and clarify the content of the regulations. Simultaneous interpretation in English, French and Spanish will be available during the congress.

"The 1st and 2nd International Congresses on Football Law held in Madrid in 2006 and 2007, respectively, brought together more than 300 people from the global football family. Together with FIFA, the RFEF wishes Spain to continue to serve as a meeting point for discussing legal matters," said the RFEF President and FIFA Vice-President Ángel María Villar Llona.

Geoffrey Thompson, chairman of the FIFA Players' Status Committee and also a FIFA Vice-President, will give the opening speech at the congress. A group of experts in this area, representing, among others, FIFA (Director of Legal Affairs Marco Villiger and Head of the Players' Status Department Omar Ongaro), UEFA (Alex Phillips, Head of Professional Football Services), CAS (arbitrators Michele Bernasconi and José Juan Pintó), and the Italian football association (Mario Gallavotti), as well as European universities and prestigious lawyers' associations specialised in sports law, will share their knowledge during debates on current issues, including the club licensing system, the legal consequences of breach of contract (Webster and Matuzalem cases) and the system for the protection of minors. Thus, this international forum will present a unique opportunity for all those interested in the world of football.
